The film has a 1934s and 1937 plot. Arakeshwara, an air force man, is dispatched to apprehend the notorious gangster Siddhantha in 1934, during the height of British control in India.

In 1937, the government dispatched Bhargav Bhakshi, a vicious policeman, to apprehend Arakeshwara and destroy the Underworld. Bhakshi later learns that Arakeshwara became the ruler of the Underworld owing to unavoidable circumstances. Arakeshwara runs into problems when he must cope with his adversary Bhargav Bhakshi.
